    • Herein disclosed is an apparatus for transcoding a coded multiplexed sound and moving picture sequence comprises the rate converter, which is operated to compress only the video bit streams, which have extremely large information volume. The compression operation is carried out through the steps of (a) operating the MPEG-2 TS demultiplexer to demultiplex the input MPEG-2 transport streams into video TS, audio TS, and system information TS; (b) operating the MPEG-2 video transcoder to transcode the video TS to generate output video TS having information volume less than the video TS; (c) operating the system controller to modify or not modify part of fixed codes of the system information TS in accordance with the output MPEG-2 transport streams; (d) operating the MPEG-2 TS multiplexer to multiplex the video TS thus transcoded, the audio TS, and the eventually partly-modified or not modified system information TS into output MPEG-2 transport streams, and output the output MPEG-2 transport streams, thereby making it possible to control the output bit rate less than the input bit rate.

    • An apparatus for transcoding a coded moving picture sequence according to the present invention comprises a rate controller for adapting the scaling factor to perform the rate control over the coded moving picture sequence signal having a desired target bit rate. The rate controller of the apparatus has: a remaining bit computing unit for computing: a remaining number of inputting bits Rin(n) for each of the pictures in the first coded moving picture sequence signal on the basis of the number of real inputting bits Sin(n) of the current picture and the estimated number of inputting bits; and a remaining number of outputting bits Rout(n) for each of the pictures in the second coded moving picture sequence signal on the basis of the number of real outputting bits Sout(n) of the current picture and the estimated number of outputting bits; a target ratio computing unit for computing, for each of the pictures, a target ratio of the remaining number of outputting bits Rout(n) to the remaining number of inputting bits of the picture Rin(n); and a scaling factor computing unit for computing the scaling factor on the basis of the target ratio to control the target bit rate of the second coded moving picture sequence signal.

    • In distribution of high definition video signals in which it is possible to freely move viewing regions, systems and methods allow for determining viewing movement without dependence on user operation. In at least one embodiment, a video region of an input video signal is divided into a specified number of regions, and generates a plurality of video signals corresponding to each of the divided regions. The plurality of video signals are encoded to generate a plurality of video bit streams that are stored in a video bit stream group storage section. A video bit stream is extracted from the storage section based on the viewpoint movement information, and a transmission video bit stream is transmitted to a receiving unit. Viewpoint movement information is determined in order to specify a region for viewing from among the video regions. The viewpoint information is determined regardless of user instruction, based on specified data.
