    • PROBLEM TO BE SOLVED: To more appropriately suppress generation of common mode noise due to the switching of a switching element.SOLUTION: When a metal housing 24 for housing four layers substrate including a P layer 34 and an N layer 36 is grounded, inductances of the P layer 34 and the N layer 36 are denoted as "Lp" and "Ln", respectively, and stray capacitances between the P layer 34 and the housing 24 and between the N layer 36 and the housing 24 are denoted as "Cp" and "Cn", respectively, the arrangement of the four layers substrate in the housing 24 is performed with an adjustment of each of distances between the P layer 34 and the housing 24 and between the N layer 36 and the housing 24 so that a relational expression: Ln*Cn-LP*Cp=0 is satisfied, and formation of the P layer 34 and the N layer 36 of the four layers substrate is performed with an adjustment of each surface area of the P layer 34 and the N layer 36. Accordingly, in the equivalent circuit of the structure of a switching element device 20, common mode current caused by switching a switching element can be ideally reduced to a value of zero.
