    • PROBLEM TO BE SOLVED: To effectively restrain a submarine phenomenon.SOLUTION: A cushion airbag 30 includes a waist constraint part 42 arranged in the central part of a cushion panel 22, and a gas introducing part 44 for connecting the waist constraint part 42 to an inflator 24 provided in a front part of the cushion panel 22. The cushion airbag 30 is expanded to make a height of the waist constraint part 42 get higher than that of the gas introducing part 44. By this constitution, a wrist part of a seated occupant P is pushed up upwards by the waist constraint part 42, to be constrained. Further, the height of the gas introducing part 44 is restrained compared with that of the waist constraint part 42, when the cushion airbag 30 is expanded. Consequently the wrist part of a seated occupant P is effectively pushed up upwards to be constrained, since pressure is generated efficiently in the waist constraint part 42, while restraining to the utmost a volume of the cushion airbag 30 from increasing. Resultingly, the submarine phenomenon is effectively restrained.
