    • PROBLEM TO BE SOLVED: To provide a small and inexpensive fuel cell power plant capable of accurately adjusting a flowing water volume of a circulating pump and a blowing air volume of an air blower by phase control. SOLUTION: A fuel cell power plant 1 comprises a signal generating part 31, a control circuit 27, a frequency estimating function 33, and a signal detecting function 34. When a zero crossing signal generated by the signal generating part 31 is outputted to the control circuit 27, its frequency is estimated in the frequency estimating function 33, and in the signal detecting function 34, a detection period of the next zero crossing signal relative to the detected predetermined zero crossing signal is set, and detection of the next zero crossing signal is carried out only within the detection period. In the control circuit 27, a phase of an alternating current signal outputted from an inverter circuit 26 is controlled on the basis of intermittently detected zero crossing signals to control the blowing air volume of the air blower 6 and flowing water volumes of a primary pump 9, a secondary pump 16 and a water feed pomp 22.
