It includes a selection control rod insertion signal generation circuit 15 for calculating a second-stage selection control rod insertion signal 30 with a time delay from the first-stage selection control rod insertion signal and applying it to a control rod driver from an output from the selection control rod insertion region determination circuit and a change in a level of furnace water in a reactor pressure vessel when the dangerous operation region is determined to be reached.
