Diameter and length of the first small-diameter part 8 are set so that total of capacity of a space between the small-diameter part 8 and the rotor 4 and a space between the bearing parts 5a, 5b and the rotor 4 is smaller than volume of the liquid lubricating agent 6, and diameter and length of the second small-diameter part 9 are set to be smaller than that of the first small-diameter part 8 and not to be brought in contact with the lubricating agent when rotating.
