The broadcasting part broadcasts the adjustment information indicating an adjustment result together with the identification information of the adjusted prediction information to the plurality of consumer devices.

The second transmission part transmits the adjusted information to a plurality of consumer devices belonging to the group for which the total prediction information is adjusted.
