      SOLUTION: A clutch spring 94 is arranged between a shaft 16 and a ring part 86 erected on the base, engaged with both of the shaft 16 and a worm wheel 84 and connects the worm wheel 84 to the shaft 16 by elastic force. The applying direction of the elastic force by the clutch spring 94 is made the shaft orthogonal direction of the shaft 16, and the clutch spring 94 never pushes the worm wheel 84 on a bottom wall of the case. Consequently, the bottom wall of the case is never pushed on the base by the clutch spring 94, and it is possible to reduce the friction between the case and the base. Additionally, rotation of the worm wheel 84 is stabilized as an upper bottom wall 88 makes contact with the shaft 16 and the shaft position of the worm wheel 84 is matched with the shaft 16 even when dispersion occurs in energizing force of the clutch spring 94.
