    • PROBLEM TO BE SOLVED: To form an independent organic-inorganic hybrid electrolyte membrane by using an organic-inorganic hybrid electrolyte having high ion conductivity even at low temperatures; and to provide a high-performance fuel cell allowing the organic-inorganic hybrid electrolyte membrane to be used in a polymer electrolyte fuel cell. SOLUTION: This organic-inorganic hybrid electrolyte membrane is formed by filling a mesoporous organic-inorganic hybrid material in pores of a porous membrane. The mesoporous organic-inorganic hybrid material has minute pores each having a center pore diameter of 1-50 nm, and has a skeleton comprising an organic group having one or more metal atoms, oxygen atoms bonded to the metal atoms, and carbon atoms bonded to the metal atoms or the oxygen atoms, and a functional group bonded to the organic group in the minute pores and having ion exchange capacity.
