    • PROBLEM TO BE SOLVED: To stably and automatically monitor a traffic situation without deteriorating performance of image processing by monitoring and managing a state of a camera.
      SOLUTION: The camera 11 is installed in a position wherein photographing on a road can be performed. A camera information recording device 12 previously stores a reference image that is a reference for distinguishing the state of the camera 11. A camera monitor 14 compares a monitoring image photographed by the camera 11 and the reference image stored in the camera information recording device 12, and calculates a luminance difference between the monitoring image and the reference image to acquire a difference image. The camera monitor 14 distinguishes the state of the camera 11 based on the acquired difference image. A camera management device 15 manages the camera 11 based on the state of the camera 11 distinguished by the camera monitor 14.
