SOLUTION: This detector has an electrode disposed in an area enclosed by a packing material 11 equipped with a conductive material layer, a sealing means for sealing the packing material 11, a cutter 33 made of a conductive material for cutting off a sealed portion, a variable detection means disposed between the electrode and the cutter 3 to detect an electrical variable, and a damage detection/processing means for reading the variable and detecting a damage developed in the packing material 11 based on the variable. The electrical variable is detected by the detection means, and along with this, the damage developed in the packing material 11 is detected based on the variable. Accordingly, it is not necessary to fill the packing container with water or to immerse a part of the packing container in water in a vessel.

Then, the spouting part 38 and the covering part 39 are bonded together by fusing so that both of the parts become watertight while being available for opening at surfaces where the external thread 19 and the internal thread 23 are screwed together. Therefore, it becomes unnecessary to form a pilferproof ring or a sealing wall, or to provide a packing material.
