    • A spectrum management device (110) determines spectrum assignments (205, 215) for a radio access node (120). The spectrum assignments (205, 215) comprise an access spectrum assignment (205) and a failover spectrum assignment (215) for replacing at least part of the access spectrum assignment (205) responsive to a conflict between the radio access node (120) and an incumbent user (130) with respect to the access spectrum assignment (205). The radio access node (120) is notified of the spectrum assignments (205, 215), and in response, the radio access node (120) commences radio communications according to the access spectrum assignment (205). In response to receiving notification to discontinue use of the at least part of the access spectrum assignment (205), the radio access node (120) replaces the at least part of the access spectrum assignment (205) with at least part of the failover spectrum assignment (215).

    • According to some embodiments, a method for use in a first spectrum access system (SAS) server of authorizing spectrum access comprises: receiving, from a second SAS, information about one or more priority access license (PAL) protection areas (PPAs) served by the second SAS; receiving a spectrum grant request on behalf of one of a first PPA or a first general authorized access (GAA) user; determining whether granting the spectrum grant request may interfere with a second PPA geographically proximate the one of the first PPA or the first GAA user, wherein the second PPA is served by the second SAS; and granting or denying the spectrum grant request based at least in part on the interference determination. The interference determination may comprise modeling the radio environment within the second PPA and surrounding areas based on the spectrum grant request to determine whether an aggregate interference level exceeds a threshold.

    • A cellular radio communications network includes a core network coupled to a radio access network (RAN) that has multiple RAN nodes for communicatin with mobile radio terminals. Each of the multiple RAN nodes serves one or more cells. At least one cell associated with a first RAN node is in a restricted or reserved access state in which access to the one cell is restricted for at least some mobile radio terminals. The first RAN node sends a message to a second RAN node to inform the second RAN node of that restricted access cell. The fact that the restricted status of the one cell has changed is detected. A global message tha is not related to a specific mobile terminal is generated that includes information that the restricted status of the one cell has changed. The first RAN node sends the global message to the second RAN node to inform the second RAN node of the change in the restricted status of the one cell.
