    • PROBLEM TO BE SOLVED: To provide a heating or vaporizing device for low temperature fluid, and a method for operation thereof, capable of achieving similar effect to that under a stationary load, regardless of variation of feed quantity of low temperature fluid, and maintaining large temperature lowering of heat medium. SOLUTION: The heat medium (sea water or circulation water) is fed to flow down along both surfaces of heat exchange panels 1 to heat or vaporize the low temperature fluid (LNG, LPG, ethylene gas, LP gas, etc.) that passes inside heat transfer tubes that compose the panel. Toward the inlet of headers 4a and 4b and/or before the inlet of manifolds 6a and 6b, adjusting valves 11a, 11b, 12a, and 12b are installed.
