The user information list storage section (114) stores a user information list in which a set of a keyword for describing a story and a semantic content of the keyword is associated with an animation element used for creating an animation. The user information adding section (119) adds the association of the set of the keyword and the semantic content and the animation element to the user information list in response to the user information list in response to a user operation. The transmitting/receiving section (111) receives a character string with the semantic content including the keyword and the semantic content from a video producing device (101). The animation constitutional element determining section (112) determines an animation element corresponding to the set of the keyword included in the character string and the semantic content from the user information list. The animation creating section (116) creates an animation by using the determined animation element.

That is, the scenario generation device recognizes information to be added to the text created by the user and adds information to the scenario by using external information acquired from a device owned by the user and a device existing in a communicable range.
