Upon receiving a predetermined signal from a communication device, the acquiring unit acquires first application information for specifying an application corresponding to the communication device from the device application correspondence table, and acquires, with respect to a combination of applications of which first application information is started second, second application information for specifying the first application of the combination from the application relation table. When the latest record stored in the start record table is equivalent to the second application information, the sending unit sends information representing that a priority level is high as a response to the predetermined signal that is received from the communication device.
