A motion vector detecting and processing unit(151) receives image data from an image pickup element, and detects a motion vector in one picture unit of the picked-up image from the corresponding image data. An optical zoom quantity vector calculating unit(152) calculates an optical zoom quantity vector corresponding to the motion of an image generated in the picked-up image by an optical zoom. An optical zoom quantity subtracting unit(153) subtracts the optical zoom quantity vector calculated in the optical zoom quantity vector calculating unit(152) from the motion vector detected in the motion vector detecting and processing unit(151). When the optical zoom is not performed, a global hand movement vector calculating unit(155) calculates a hand movement vector for the picked-up image from the motion vector detected in the motion vector detecting and processing unit(151). When the optical zoom is performed, the global hand movement vector calculating unit(155) calculates the hand movement vector for the picked-up image from the motion vector of the subtracted result of the optical zoom quantity subtracting unit(153). A CPU(1) corrects image distortion by the hand movement of the picked-up image on the basis of the global hand movement vector calculated in the global hand movement vector calculating unit(155).
