    • PROBLEM TO BE SOLVED: To provide a method of robust voice classification for making the greatest performance of an encoding technique of a variable bit rate of multi-mode possible by changing the voice-mode. SOLUTION: The voice classifier correctly classifies voice segments according to high percentage, codes by the minimum bit rate, and satisfies the necessary conditions of a lower bit rate. By the high precision voice classification, mean coded bit rate becomes further lower, and decoded voice quality becomes further higher. The voice classifier examines a maximum number of parameters for each voice frame, creates a large number of correct voice mode classification for each frame. The voice classifier classifies much voice mode correctly nuder changing environment condition. The voice classifier inputs classifying parameter from an external constitution element, creates internal classifying parameters from input parameter, establishes the threshold value of function of normalized auto-correlation coefficient, selects a parameter analyzer according to signal environment, analyzes the parameter and classifies the voice mode.     • PROBLEM TO BE SOLVED: To provide an efficient technique for encoding/decoding of MDCT (or similar transform-based) spectrum in scalable speech and audio compression algorithms.SOLUTION: A residual signal which is a difference between an original audio signal and a reconstructed version of the original audio signal is obtained from a Code Excited Linear Prediction (CELP)-based encoding layer and is transformed at a discrete cosine transform (DCT)-type transform layer to obtain a corresponding transform spectrum having a plurality of spectral lines. The transform spectrum spectral lines are transformed using a combinatorial position coding technique. The combinatorial position coding technique generates a lexicographical index for a selected subset of spectral lines, where each lexicographic index represents one of a plurality of possible binary strings representing the positions of the selected subset of spectral lines.
