摘要： Disclosed is a phase error estimating an apparatus and a method which provides improved convergence speed and tracking speed even in mobile channel environment by variably applying the step size for phase error estimation according to channel status. The apparatus for estimating a phase error includes: a posterior probability (APP) average calculating unit for calculating an APP average value from a soft decision result of a currently received symbol; a step size determining unit for determining a step size variably according to channel status; and a phase error estimating unit for estimating a phase error of the currently received symbol from a phase error of a previously received symbol and the APP average value by using the variably determined step size.

An average of uplink state values for a predetermined number of unit times is calculated, and a video encoding bit rate is increased if the average of the uplink state values is larger than a predetermined first threshold. However, the video encoding bit rate is decreased if the average of the uplink state values is less than a predetermined second threshold.

The test handler may include a test tray on which a plurality of inserts are arrayed for loading at least one semiconductor device, at least one opening unit for simultaneously opening one part of the plurality of inserts which are arrayed on one part of the test tray, and a test tray transfer apparatus for allowing the opening unit to simultaneously open other parts of the plurality of inserts which are arrayed on another part of the test tray as the test tray is transferred. Therefore, although semiconductor devices to be tested change their sizes, the replaced parts of the test handler are reduced in number, thereby reducing manufacturing cost and replacement work time. 摘要： A fuel atomizing-injection apparatus for internal combustion engines is disclosed. This apparatus is installed between the injector of a fuel injection device and the suction manifold of an engine, and is used for promoting vaporization of fuel injected from the injector into the suction manifold, thus finally allowing the injected fuel to be more effectively and actively mixed with combustion air into mixed gas. The apparatus also improves the fuel combustion efficiency of the engine while achieving a conservation of fuel and increasing engine output power. The apparatus exhausts little harmful gases into the atmosphere, thus being unlikely to cause environmental pollution, such as air pollution. In the fuel atomizing-injection apparatus, a heater, having a heat dissipating spiral plate on its external surface, is installed between the injector and the suction manifold. The heater heats, sprays, and whirls the injected fuel from the injection device, and so the heater promotes vaporization of the fuel injected from the injector into the suction manifold.
