The visual observation unit 4 comprises a monitoring camera 12 which is mounted to the upper outer peripheral surface of the guide pipe 2 so as to be capable of monitoring the displacement of a floater 10, and a monitor 14 which is installed in a business office 13 so as to display an image acquired by the monitoring camera 12.
