The holding member 41 contacts with the rod-like member first, the cutting-edge tool 34 contacts with the rod-like member B, and thereafter bites into the rod-like member B during cutting. The holding member 41 is displaced while compressing the elastic body 42 in this process. The holding member 41 securely holds the rod-like member B by holding force corresponding to repulsive force that the elastic body 42 generates.

The oil return passage 17 is communicated with a cylinder chamber 12 at a piston flange front side at its one end, and opened to the through hole 21 for valve guide at the other end. The connection and disconnection of the first oil supply passage 15 and the second oil supply passage 16 is switched by a front circumferential groove part 26, and the connection and disconnection of the first oil supply passage 15 and the oil return passage 17, and the oil return passage 17 and the small space 19 is switched by a rear circumferential groove part 27.
