    • PROBLEM TO BE SOLVED: To make a good surface shape by suppressing the generation of scale defects in hot rolling.
      SOLUTION: A method has a rough rolling stage where a rough-rolled steel sheet is obtained by performing the rough rolling of a slab manufactured by continuous casting and a finish rolling stage where a hot-rolled sheet is obtained by hot-rolling the rough rolled steel sheet with a finishing mill which is constituted of a plurality of rolling stands. In the finish rolling stage, the surface temperature T of the steel sheet and the concentration M of oxygen are adjusted so that the relationship between the surface temperature T (°C) of the steel sheet after passing through each rolling stand and the concentration M (vol.%) of the oxygen in the atmospheric gas which is in contact with the surface of the steel sheet satisfies the following numerical formula (1): M≤36.4-0.022×T.
