    • PROBLEM TO BE SOLVED: To efficiently suppress mode information for identifying prediction methods, even when many prediction methods are provided, with respect to the method for generating inside-of-screen predictive signals in a pixel region. SOLUTION: The image predictive coding apparatus 10 is provided with a block dividing section 102, an inside-of-screen predictive signal generating method determining section 105, an in-screen predictive signal generating section 106, a subtracter 108, a conversion section 109, a quantizer 110, and an entropy coding section 115. The in-screen predictive signal generating method determining section 105 derives an adjoining region prediction method, by which an inside-of-screen predictive signal having a high correlation with pixel signals of the adjoining region is generated, by using a nearest pixel group with respect to an object region from among several first prediction methods and predicts an object region prediction method for object pixel signals, based on the derived adjoining region prediction method.       SOLUTION: An image decoding apparatus includes: a coded-data decoding means for entropy-decoding coded data to acquire a motion vector generation condition as a necessary condition for generation of motion vectors, and coding information indicating prediction error image signals; an image memory for storing decoded image signals; a motion-vector generating means for generating the motion vectors, based on the decoded image signals stored in the image memory, on the basis of the motion vector generation condition; a predicted image-signal generating means for generating predicted image signals, using the motion vectors and the decoded image signals; a decoding means for decoding the coding information to acquire the prediction error image signals; and a storing means for adding the predicted image signals to the prediction error image signals and reconstructing the decoded image signals, and for storing the decoded image signals in the image memory.

In this device, the decoding means uses the motion information to generate candidate prediction signals for each of the plurality of decoded reference pictures stored in the storage means, selects the optimum reference picture from the plurality of candidate prediction signals on the basis of a predetermined evaluation standard, generates the optimum prediction signal for the optimum reference picture, and decodes the reproduced picture on the basis of the optimum prediction signal.
