A female screw 20a is formed at the upper part of the cylinder body 20 and a male screw 22a is formed to the upper lid 22 to mutually fit and clamp the cylinder body 20 and the upper lid 22 of the ion exchange resin cylinder by the male and female screw 22a, 20a. By this constitution, the regeneration cost of the ion exchange resin 6 and be reduced and a recycle coolant can be inexpensively supplied.
