When the L.C.M. between the bit length N and the bit length M is defined as K, the total number Rt of registers in the register group 51 is selected as Rt>=N+(K/N)-1 and the number Pt of ports in the output port group 52 is selected as Pt >=(K/N). Thus, the processing speed can be increased, the storage efficiency of a memory can be improved and transmission speed can be also increased.

Consequently, a black signal appears on the 2/5 section at every picture element in the horizontal section of the video signal, and stripe-shaped black lines 32 are projected on a display device 31, and the boundaries of picture elements are scarecely recognized by the low-pass filter effect on the sight. The width and intervals of black lines 32 are properly set to optimum values in accordance with the mode and the picture quality by a microprocessor 13.
