    • PROBLEM TO BE SOLVED: To accurately grasp the loaded condition of an exchange device despite a large number of broadcasting destinations and also to reduce the load on a traffic measuring device by making the exchange device which received the broadcast communication notify the traffic measuring device of the number of broadcasting destinations of the broadcast communication and the message length at an originating time point. SOLUTION: When an information input/output terminal 3-1 transmits a message, the message transmitted from the terminal 3-1 is sent to a communication network 1 and then temporarily stored in an exchange device 2-1. In a broadcast communication mode, the device 2-1 refers to the number of its broadcasting destinations and compares it with the threshold that is previously set. If the number of broadcasting destinations of broadcast communication is larger than the threshold, the device 2-1 immediately notifies a traffic measuring device 4 of the number of broadcasting destinations and the message length. Meanwhile, the device 2-1 temporarily stores the number of broadcasting destinations and the message length when the number of broadcasting destinations is smaller than the threshold.

    • PURPOSE:To effectively utilize a dead capacity by providing a multiplex area variable means varying the time division multiplex area and the packet multiplex area of a signal path. CONSTITUTION:A sending permission is given to the input source of a corresponding address for a time corresponding to a predetermined sending capacity depending on the control information set in a consecutive sending counter table 16 and an address table 17 to an input source applying time division multiplex in a time division multiplex circuit 12 provided to a transmission right control circuit 10. Then a wind circuit 18 in a packet multiplexing circuit 11 disabling the transmission request from a packet multiplexing input source is activated and a selection circuit 19 in the packet multiplexing circuit 11 selects one sending request among plural sending requests and gives a sending permission to a packet multiplexing input source corresponding to the selected sending request. Then hybrid multiplex is applied by repeating the disabled circuit depending on the periodic signal periodically.

    • PURPOSE:To retransmit data blocks, after retransmission start informing blocks are transmitted, by stopping the continuous transmission of the data blocks from a transmission earth station, when the number of response of normal reception confirmation from a plurality of reception earth stations is less than the predetermined number. CONSTITUTION:When a transmitter 11 recieves a response from a plurality of reception stations via a line 12, the types of response is discriminated at a specific block generation detection section (BGD)22 and the number of responses A for normal reception confirmation is informed to a data block reception success discriminating section (ACT)24. The ACT24 receiving the information compares the number of responses of normal reception confirmation with the number of reception guarantee earth stations, and when the former is less than the latter, the retransmission request is informed to a transmission control section (DTC)15. The DTC15 receiving the information of the retransmission request abolishes the data block of a data block buffer (DBM)19 and requests for retransmission of data block to a terminal via a line 13. The DTC15 requests for transmission of a retransmission start informing block R to a BGD22 and transmits the R via the line 12.
