      SOLUTION: In this method for protection from the wind in the welding and connection of the steel pipes 20 arranged in upper and lower positions, an intermediate outside scaffold 120 and an upper outside scaffold 130 are mounted on the steel pipes 20 arranged in the upper and lower positions, in such a manner as to surround the steel pipes 20, respectively; a plurality of sheet materials 125 are suspended from the outer periphery of the intermediate outside scaffold 120 mounted on the upper steel pipe 20, in such a manner that side portions of the adjacent sheet materials 125 overlap each other; the lower end of the sheet material 125 is fixed to the upper outside scaffold 130 which is mounted on the lower steel pipe 20; and lower portions of overlapping portions of the sheet materials 125 are fixed.

The shuttering panel deconstruction floor 2 serves as a working space for deconstructing a shuttering panel 13, a discharging stage 21 for mounting the deconstructed shuttering panel is extended in the shuttering panel deconstruction floor, and a horizontal floor face position is made to come to an outside of respective outermost edges of the shuttering panel installation floor 4 and the support installation floor 3. The discharging stage 21 is constituted to determine properly an under-skirt length, a width and an installation position, so as to suspend smoothly the shuttering panel 13 mounted on a floor face of the stage 21, without interfering with the shuttering panel installation floor 4 and the support installation floor 3.
