The quantitative relations of alpha=beta=gamma+delta and alpha=beta+delta=gamma+delta are maintained where the required hot metal quantity of the converter A is designated as deltaton, by which the supply of molten raw material (molten iron) by melting of the cold charge to the steel making the converter B is enabled even if one unit among 3 units of the converters enters the furnace repair. The steel making refining by using the cold charge is thus executed without lowering the operating rate.

The fume are then sucked and conducted into the water spraying type predust collector 7 and the fume are dropped by the water sprayed from the nozzles of a water feed mechanism 7a and are adequately precollected. The fume are sucked and conducted into the wet type inertia dust collector 9 and are collected and removed by being passed at a high flow rate into an S type impeller while water is drawn therein. The fume are thereby surely subjected to the dust collecting treatment and are released in the thoroughly cleaned state from a discharge cylinder 12 into the atm.
