The aqueous metal-surface treating agent includes a polyester polyurethane resin (a) having a structure unit derived from a polyester polyol in the molecule, a water-dispersible acrylic resin (b) composed of a polymer having a polymerization unit derived from a (meth)acrylic acid ester having an alicyclic structure in the molecule, a polymerization unit derived from α,β-ethylenic unsaturated carboxylic acid, and a polymerization unit derived from other (meth)acrylic acid ester; a zirconium compound (c), hindered amines (d), a plasticizer (e) and water. In the composite coating, (a)/(b) is 69/31 to 40/60.

    • PROBLEM TO BE SOLVED: To provide a coated metal plate which is excellent in scratch resistance and processability, and suppresses the thermal deterioration of a processed part over a long period of time.
      SOLUTION: The coated metal plate is obtained by successively providing an undercoating film, an intercoating film, and a top coating film on the surface of a metal plate. The intercoating film is formed by forming polyester coating, which contains: a polyester resin with a number average molecular weight of 5,000-15,000 and a glass transition temperature of -5 to 50°C; and 5-50 wt.% of a fibrous filler, into a film by curing. The ratio of the elastic strain energy accumulated in the intercoating film to the dynamical energy applied to the intercoating film, in the case where tensile stress is applied to the intercoating film itself until the elongation of the intercoating film becomes 50%, is 20% or below.

      SOLUTION: The coated metal sheet is characterized in that the sheet has the coating film formed by coating a polyester resin-based coating material containing a photostabilizer and a matting agent as an outermost layer and the matting agent is a granular powder comprising an organic resin. Thereby, the metal sheet has excellent processability resulting from the use of the polyester resin-based coating material, exerts excellent weatherability and has moderately-reduced gloss by the matting action of the matting agent. Further, excellent weatherability is maintained over a prolonged period because the granular powder comprising the organic resin being the matting agent does not disturb the action of the photostabilizer.
