CONSTITUTION:Ultrasonic reflectors 11 are arranged along an inner circumferential direction of an inner cylinder 6 in a nuclear reactor vessel 3, and are divided to a plurality of divided bodies. Each divided body is fixed to the inner cylinder 6 and has a plurality of series 13 of reflecting surfaces. Also, at a position circumferentially far from the reflector 11, the reference reflector 14 is located. An impulse response h(t) of a reflected wave y(t) from the reference reflector 11 corresponds to a reflected wave from the series 13 of the reflecting surfaces normalized, with making a reflected wave from the reference reflector 14 to be a standard, and also a strength of a reflected wave from each reflecting surface is quantitatively and precisely acquired. Therefore, with using strength of reflected waves acquired in this way and amounts of gaps' intervals at that moment, the amount of gaps' intervals at a measuring time is calculated through a proportional calculation. On an output display part 18, the corresponding amount of the gaps' intervals and therewith an existence and a position of an obstacle is precisely judged.

When the validity of setting is decided, the preceding states of apparatuses are inputted prior to the inspection, and at the invalidity of setting, the setting state of an apparatus to be inspected is inputted. At the completion of the setting, the preparation of the inspection is ended and the inspection procedure is successively indicated. When the worker inputs various inspection information and measuring information, the results are decided, and at the time of failure, reinspection is indicated. Thus, the system allows the worker 5 to converse with each other about the knowledge base 1, the plant 3 or the states of the constitutional apparatuses 4, inputs the inspection item and the inspection information to the inference engine (program) 2 and decides the results so as to provide the worker with a proper instruction and support the inspection.
