    • PROBLEM TO BE SOLVED: To provide a polishing/holding pad capable of reducing production cost, usable over a long time because of never causing permeation of slurry containing polishing particles into pores in spite of being low in density and excelling in restorableness, never causing accumulation of air between a polishing object and itself, and capable of improving environmental pollution because of being small in solvent usage.SOLUTION: In this polishing/holding pad where a thermosetting urethane foam is formed on one surface side of a continuous bubble type urethane foam sheet having minute openings each having a major axis ≤10 μm, and the other surface side of the thermosetting urethane foam is fixed to a surface plate for holding a polishing object, and the other surface side of the continuous bubble type urethane foam sheet abuts on the polishing object, the thickness and density of the continuous bubble type urethane foam sheet are ≤110 μm and ≤990 kg/m, respectively, and compression permanent distortion of the thermosetting urethane foam is ≤10.

The urethane foaming body 3' has a permanent compression distortion of 10 or less.
