    • A motion picture coding and decoding system is provided, which permits high picture quality to be obtained with less information amount than that in case of a system having the sole function of DCT coding, permits reduction of block distortion of reproduced picture and permits coding efficiency increase. One picture frame is divided into a plurality of blocks for block-by-block coding. At this time, discrete cosine transform (DCT) coding and intra-block non-transform coding (NTC) are adaptively switched one over to the other according to the character of pattern. In case of the intra-block non-transform coding, predictive values of block and quantizing width are transmitted. Each block is adaptively selected with sub block of frame construction or sub block of field construction.

    • A moving picture coding apparatus for coding a moving picture and a moving picture decoding apparatus for decoding a coded moving picture are provided. The moving picture coding apparatus is operative to divide a picture signal of a picture frame of N pixels×M lines (horizontal N pixels, vertical M lines) to be coded between a first picture portion serving as the inside picture portion having picture frame of N1 pixels×M1 lines (N1≦N, M1≦M) and a second picture portion serving as picture portion outside the first picture portion to divide the first and second picture portions in independent predetermined divisional units comprised of a plurality of pixels, and to add peculiar discrimination codes to headers of divisional units in transmitting coded information of predetermined divisional units belonging to the second picture portion. The moving picture decoding apparatus is operative so that when only decoding ability of picture frame of N1 pixels×M1 lines is provided, it reproduces only the first picture portion, and detects any one of discrimination codes added to headers of predetermined divisional units comprised of a plurality of pixels belonging to the second picture portion with respect to the second picture portion to discriminate it, thus to read, in a skipped manner, coded information of the second picture portion.

    • In a method of compressing a motion picture signal divided into blocks of picture data and in which each of the blocks is selectively compressed by discrete cosine transform (DCT) coding or by intra-block predictive coding which effects non-transform coding (NTC); the intra-block predictive coding is effected by calculating a mean value of the picture data in a flat region of each block, determining a representation value of each block on the basis of the mean value thereof, determining the differences between the representation value for each block and the values of the pixels of picture data in the respective block, quantizing the resulting difference values with a selected quantizing width for generating quantizing coefficients, and variable length coding such quantizing coefficients for each block, the representation value of the respective block and the respective quantizing width. In decoding a bit stream of coded motion picture data, the bit stream is variable length decoded to generate the quantization coefficients for each block, the representation value determined on the basis of the mean value of a flat region in the respective block and information as to the quantizing width for the respective block, and then the generated quantization coefficients are decoded on the basis of the generated representation value and the information as to the quantizing width.

    • In connection with compression-coding of video signals on the basis of inter-frame correlation, a single reference table is used for variable length encoding of inter-frame motion vectors established on the basis of various motion vector value ranges and degrees of accuracy. A reference table is provided for variable length encoding motion vectors based on a particular value range and degree of accuracy. In order to use the same table for motion vectors based on a larger value range than that for which the table was designed, the value of a motion vector to be encoded is divided to form a quotient and a remainder. An addition bit code is formed on the basis of the remainder and is appended to a variable length code which corresponds in the reference table to the quotient so that a variable length code value is formed for the motion vector based on the larger range. As to motion vectors based on a finer degree of accuracy than was provided for in the reference table, the motion vector value is multiplied by an appropriate factor and the resulting product is used to obtain a corresponding variable length code value from the reference table. Decoding is performed using the same table and by means of decoding operations that are the inverse of the encoding operations.
