    • A field detection apparatus and method for determining, from an image signal of consecutive frames, each frame including two fields, whether a given field is a repeat of the prior field that precedes two fields ahead of the given field. Based on a predetermined detection criterion, a repeat field which is identical to the prior field that precedes two fields ahead of the repeat field is detected, and the predetermined detection criterion is changed between when the detection period for the repeat field applied to the image signal is stable and when the detection period for the repeat field applied to the image signal is unstable. With this arrangement, the repeat field is accurately detected. Also disclosed are an image coding apparatus and method for coding an image signal of consecutive frames, each frame including two fields. The repeat field which is identical to the prior field that precedes two fields ahead of the repeat field is detected, the repeat field or the prior field that precedes two fields ahead of the repeat field is selected, both the selected field and the prior field that precedes one field ahead of the repeat field are coded as one frame, and a coded signal is thus generated. With this arrangement, the efficiency of coding is heightened.

    • A picture encoding method employed in a system for encoding video signals of a motion picture for storage on a picture recording medium or in a system employed for transmitting video signals of a moving picture over a transmission channel. The encoding method includes a first step of generating the information on picture characteristics at least including the luminance information of the input video signals in terms of a pre-set time interval as a unit, a second step of calculating the information on the amount of generated bits of the information on picture characteristics in terms of a pre-set time interval as a unit, a third step of determining an encoding bit rate, based upon the information on picture characteristics, the information on the amount of the generated bits and the information on the total amount of data usable during transmission of encoded data, in terms of the pre-set time interval as a unit, and a fourth step of encoding the input video signals in accordance with the encoding bit rate in terms of the pre-set time as a unit for generating the encoded data.

    • A picture encoding method in which an input picture signal is encoded in a pre-set sequence by one of a plurality of encoding modes including at least the intra-frame coding and forward predictive coding for generating encoded data including intra-frame coded picture and forward predictive-coded picture. The scene changes in the input image signals are detected, the forward predictive-coded image directly after a detected scene change is changed to an intra-frame coded image, while at least one of intra-frame coded pictures before and after the detected scene change is changed to a forward predictively coded image. This prohibits the picture from becoming degraded in quality due to scene change. In addition, the intra-frame coded picture with a significant amount of the encoding bits may be prevented from being increased in number so that the amount of the transmission of the information may be prevented from being increased thereby improving the picture quality with minimum effect on bit allocation such as variable rate bit allocation.
