    • PROBLEM TO BE SOLVED: To provide an adjustment method of mobile communication network and eliminate the possibility of area separation and network overload in an adjustment process. SOLUTION: The mobile communication network is converted from a first network plan to a target network plan. One BSC area is selected from a present network plan of the mobile communication network. If the selected BSC area is blank, site movement is performed from a source neighboring BSC area. If the selected BSC area contains at least one unchangeable site, site movement is performed from the source neighboring BSC area to the selected BSC area. Each moved-in side becomes unchangeable site neighboring to another unchangeable site in the selected BSC area. If the selected BSC area is not blank and unchangeable site does not exist, site movement of the selected BSC area is performed from the source neighboring BSC area to the selected BSC area, based on the present arrangement of a first site.
