    • PROBLEM TO BE SOLVED: To efficiently generate heat transition flow, in a pump and an actuator utilizing heat transition flow.SOLUTION: By irradiating, from a light source 24, a surface 10a of a porous body with infrared light 44 of a wavelength band against which a silicon dioxide material of a porous body film 10 has optical absorption property, the energy of the irradiated infrared light 44 can be efficiently absorbed into the porous body film 10 through the surface 10a, and the surface 10a of the porous body film 10 can be efficiently heated. Consequently, heat transition flow 40 can be efficiently generated inside the porous body film 10, and differential pressure between a first space 16 and a second space 18 can be efficiently generated.
