    • PROBLEM TO BE SOLVED: To provide a shaft seal device which makes a high-pressure side side plate follow a seal body, increases the rigidity of the high-pressure side side plate, and can prevent fluttering, and a rotating machine having the shaft seal device.SOLUTION: The shaft seal device 10 is arranged in an annular space between a rotor and a stator surrounding the external periphery of the rotor, and divides the annular space into a low-pressure side region and a high-pressure side region in the axial direction of the rotor. The shaft seal device is also characterized by comprising: the seal body 12 which is formed by laminating a plurality of thin-thickness seal pieces 20 extending from the stator toward the inside of the radial direction of the rotor in the circumferential direction of the rotor; the high-pressure side side plate 16 which extends from the stator toward the inside of the radial direction so as to progress along the high-pressure side of the seal body 12, and is divided into a plurality of pieces in the circumferential direction; and a rigidity imparting means 30 which imparts rigidity in the axial direction to a part of face which is oriented to the high-pressure side region in the high-pressure side side plate 16.

The first member 32 and the second member 34 are respectively provided with first high hardness layers 56 having hardness higher than that of the base material, at least, on parts linearly kept into contact with the metal gaskets 60, 80.

The apparatus has a communicating part 34 for communication of the low pressure-side area and the high pressure-side area.
