    • PROBLEM TO BE SOLVED: To ensure and facilitate start and stop of a device, restart after a long power interruption (a complete power interruption) uncompensable in the specification, and to rapidly settle a condition for the instantaneous voltage-drop. SOLUTION: During the device operation, power is cut off at a high-speed by a high-speed switch 15 at the instantaneous voltage-drop while an instantaneous voltage-drop stand-by state is entered wherein a power can be supplied from an inverter 19 by a controller 25 while using a full-charged electric double-layer capacitor 20 as a power source. In the constant-power discharge, the power is regenerated or regenerated to the power source side as the power for the load, and completely discharged after the electric double-layer capacitor is regenerated approximately. At a restart after the complete power interruption, an instantaneous voltage-drop compensating stand-by operating state is automatically restored without manual operation, and the device is restarted quickly without completely discharging the electric double-layer capacitor.
