In a site where the earth-water pressure from the ground G is higher, the inner tail 15 is removed and thick segments are assembled, thereby constructing a tunnel having a large lining thickness.

In the case the submarine structure 2 is sunken, a posture stabilization device 21 for preventing the oscillation in the case of sinking is provided thereto to sink it automatically in the water. A longer structure 4 is constructed while hanging and bearing it in a state to float in the water by connecting the upper end thereof to a temporary floating structure, and after the upper end thereof is connected to the water structure 3, the temporary floating structure is disassembled. The water structure 3 and longer structure 4 are moved to a position right above the submarine structure 2 to connect the lower end of the longer structure 4 to the submarine structure 2.
