    • PROBLEM TO BE SOLVED: To provide a heat exchanger and a method of manufacturing the heat exchanger, in which a concentration of stress at a welded part can be effectively reduced under an operation of equipment while keeping an easiness in manufacturing and easiness in inspection and a reliability in operation can be enhanced.SOLUTION: A clearance C is formed between: an inner peripheral surface of a cylindrical stub 22 protruded toward water chambers 14, 15 at the outlet side and the inlet side of an outlet side pipe plate 11a and an inlet side plate 11b; and an outer peripheral surface of an end part of a heat transfer pipe 12 inserted into the stub 22. End surfaces of an inner cylinder part 24a and an outer cylinder part 24b of a grooved end piece 24 are abutted and welded against the end surfaces of a heat transfer pipe 12 and the stub 22, and the end surface of the outer cylinder 24a is abutted and welded against the end surface of the heat transfer pipe 12 in correspondence with the same height of a welded part in one pass by a laser welding from the inner surface side of the heat transfer pipe 12.
