The nozzle opening degree control part 14 closes a flow rate adjusting nozzle 6 to stop the pouring of the molten metal 10a and also, this close signal is immediately transmitted to a casting velocity control part and rotating velocity of the belts 1 and the upper and the lower pinch rolls 9a, 9b is lowered to decelerate the casting velocity. As a result, the thickness of a solidified shell 10b in the mold part 3 is increased and also, the descent of the molten metal surface 10c and the lowering of static pressure of the molten metal 10a are made slow to prevent the leakage of the molten metal from the upper part of the cast slab 10.

By this constitution, the spouting flow just below the flat nozzle is restrained and the molten steel flow rate is uniformized in the width direction and the uniformity of solidification at the initial stage is attained. Further, the molten steel from the spouting hole 9 arranged at both sides is divided into two flows from the tip end part of the nozzle with the partion wall 4.
