    • Methods and apparatus are provided for paging enhancement for the UE in the LC-MTC mode. In one novel aspect, the UE determines if the UE is in CE mode, obtains a set of narrow-band resource blocks reserved for LC-MTC paging messages and decodes a paging message based on the obtained narrow-band resource blocks.     • Apparatus and methods are provided to implement a repeated transmission. In one embodiment, a repeated transmission of an information packet can be implemented based on one time block in time domain. One repetition is performed within one time block and each repetition within one time block is self decodable. A repetition time interval (RTI) in time domain is one time block. In a second embodiment, one repetition of an information packet is transmitted within resources distributed to a plurality of time blocks. The RTI length is more than one time block. A receiver side can start to decode the information packet after the plurality of time blocks are received. The information packet is repeatedly transmitted within one time block in a third embodiment. Then, there are multiple repetitions of the information packet within one time block or a basic RTI. Such repetition also repeats within multiple time blocks.

    • Methods and apparatus of resource allocation (RA) for low cost machine communication type (LC-MTC) user equipments (UEs) are provided. A UE obtains one or multiple sets of resources in a mobile communication network. Each set of resources belongs to a narrow sub-band in a wider channel bandwidth, wherein the narrow sub-band comprises a plurality of contiguous physical resource blocks (PRBs). The UE determines a first set of resources from the one or multiple sets of resources based on a physical layer control signaling and transmits or receives radio signals using the first set of resources within a predefined duration. In a coverage extension mode, the UE determines a second set of resources according to a hopping pattern, while the first and the second sets of resources are occupied for transmission at different radio subframes. The UE then transmits or receives radio signals using the second set of resources.

For downlink data transmission, a device receives the DL (normal or primary) grant from BS to determine reception of the initial data transmission or full-adaptive retransmission. A device may receive a secondary DL grant for receiving the data with partial-adaptive retransmission. For uplink data transmission, a device receives the UL normal (or primary) grant to perform initial data transmission or full-adaptive retransmission. The device may receive a secondary UL grant for retransmission according to the combined information from the secondary UL grant and the latest UL normal grant. The secondary grant can be a truncated normal grant for partial-adaptive HARQ retransmission with less control information and resource consumption, whereas the UL/DL normal (or primary) grant is mainly applied to support initial HARQ transmission and full-adaptive HARQ retransmission.
