When a gas is restored, an abnormality-restoration-pressure monitoring means 12 opens the gas valve 4 for a prescribed time, the pressure of a gas discharge pipe 3 is raised, and the gas valve is then closed. When a drop in a pressure value detected by a pressure sensor 11 after its closure is at a prescribed value or lower, the gas valve 4 is opened again, and a gas can be used. When the drop in the pressure value is at the prescribed value or higher, the closure of the gas valve 4 is continued so as to prohibit the use of the gas.
