    • PROBLEM TO BE SOLVED: To automatically vary a section length when a specific section length is different depending upon a picture to be detected since a prepared fixed section varies in length with countries, areas, broadcasting stations, etc., to cause the need to change settings according to the situation to arise and is possibly varied in the same country or area, or at the same broadcasting station although a specific section of a picture is detected by comparing a section of a picture cut included in the picture to be detected with the length of the prepared fixed section.
      SOLUTION: A length of a section as a criterion is selected from a section database according to a country, an area, a broadcasting station, etc., for adaptation to a difference in length of the section. The length of the section is automatically specified by using electronic program information of a recorded picture. Further, the section database is updated by being connected to a network to adapt the database when the length of the specific section is varied. When the length of the specific section to be detected is unknown, detection is performed to a section in the section database and the length of the specific section is specified with a frequency of detection.

SOLUTION: The reproducing speed conversion device converts the reproducing speed of the sound signal having a plurality of channels. A section determination means determines a synthesis section with respect to one reference channel signal out of a plurality of channel signals so that the similarity between two signal waveforms to be synthesized between segments may be maximum. A range setting means sets a limited range which the synthesis section can take, so that differences between the synthesis section determined by the section determination means and synthesis sections determined with respect to other channel signals may be a prescribed quantity or smaller. The section determination means determines synthesis sections within the limited range with respect to other channel signals. A compression/expansion processing means performs compression or expansion processing of each channel signal on the basis of synthesis sections determined for respective channel signals.
