The inter-equipment authentication and key delivery scheme, system, and equipment can be used, for example, when an automobile passes by roadside equipment at a tollbooth, and the roadside equipment transmits a random digit (RND) generated therein as challenge data to an IC card via onboard equipment, and the IC card transmits back to the roadside equipment the random digit after encrypting it with a secret key Kicc. The IC card also transmits its ID (ICCID) and a certificate of individual IC card key CERT-Kicc together with the random digit. The roadside equipment divides the transmitted data into a response data E(Kicc, RND), the ICCID, and the certificate of individual IC card key CERT-Kicc. The roadside equipment 130 reproduces the Kicc and the ICCID by decrypting (DEC) the certificate of individual IC card key CERT-Kicc using a validation key PC.

    • PROBLEM TO BE SOLVED: To provide a system and a method for ETC authentication which enable a roadside machine and a central processing unit to directly authenticate the legitimacy of an IC card. SOLUTION: When a vehicle passes by a tollgate roadside machine 13, response data stored on an IC card 11, namely, a random number generated by the roadside machine 13 when passing by the roadside machine 13 is transmitted to the IC card 11 as challenge data through an on-vehicle device 12, and the data after being enciphered by a regular secret key Kicc is sent to the tollgate roadside machine 13.       SOLUTION: This DSRC on-vehicle equipment is provided with a power converter 115 for converting radio waves from road side equipment into electromagnetic energy, an accessory power source switch 116 to be driven by an output from the power converter 115, a power source controller 114 to be conducted and started by an accessory power source 112 through the accessory power source switch 116, a power feeding switch 113 for switching a power feeding path in accordance with an instruction from the power source controller 114, and a transmitting/receiving part 111 to which a power is supplied from either a main power source 102 or the accessory power source 112 by the power feeding switch 113. When the power source controller 114 is started, the power feeding switch 113 is switched to the accessory power source 112 side so that when radio waves from the road side equipment are detected, a power is supplied from the accessory power source 112 to the transmitting/receiving part. Thus, it is possible for the DSRC on-vehicle equipment to perform data transmission/reception from the road side equipment.
