SOLUTION: A damper has a cylinder filled with a damping medium, and a piston rod is axially movable. The damping characteristic of the damper in case of extending the piston depends on a cutoff valve device so as to be adjustable stepwise or steplessly. A prior step valve 65 assuming a roll of controlling a main step valve constituting the cutoff valve device is changed in its position by an actuator of an electromagnetic coil 67. A spring support plate 93 is used to adjust an elastic body so as to change an axial position. A magnetic conductor 95 is used as another adjusting means of the prior step valve. The conductor 95 is arranged in a by-pass parallelly with a magnetic narrow place 97 of ring shape. Adjustment of the conductor 95 and spring support plate 93 is repeated to get very near the target of typical characteristic curve adjustment by a combination of both adjustment.
