The method in which a terminal transmits a power status report according to the present invention comprises the following steps: receiving a data channel offset value and/or a control channel offset value for controlling uplink power from a base station; determining a basic uplink transmission power level for a data channel and/or a control channel on the basis of said received data channel offset value and/or control channel offset value; and transmitting the determined basic uplink transmission power level for the data channel and/or the control channel to the base station. The method may further comprise a step of calculating a downlink signal-to-interference power ratio using a downlink signal received from the base station. In addition, the downlink signal-to-interference power ratio calculated by the terminal may be transmitted together with said basic uplink transmission power level for the data channel and/or the control channel.

The processor determines the power value finally used in the initial ranging transmission so as to determine the initial offset value, wherein the power value finally used in the initial ranging transmission is determined based on the power value used in the initial ranging transmission, the number of times power ramp-up is performed, the scale at which the power ramp-up is performed, and/or the power level adjustment value resulting from the number of times a ranging request message is received from the base station.
