SOLUTION: The seamless tubular belt is formed from at least one of the following materials: polyimide resin, polyamide resin and polystyrene resin, and has a volume resistance value of 10 8 to 10 13 Ωcm. The belt includes a guide member integrally formed on a predetermined part of its internal circumferential face along the rotating direction. The cylinder for the tubular belt is a cylindrical structural body that has a peripheral face whose upper and lower sides are parallel to each other with respect to a transverse as a reference and has different outside diameters. The tubular belt is manufactured by: disposing the guide member on the small diameter part of the cylinder or applying a resin for guide member formation onto the small diameter part; then applying a resin for tubular belt formation onto peripheral face of the cylinder; and curing the applied resin.
