    • Battery test of a backup battery in an emergency informing apparatus is performed. The result of the battery test is displayed to display an amount of remaining energy, an error condition, an empty condition, a replacing timing of the backup battery. The result may be displayed by flickering an LED or an LCD. The event of the battery test is controlled with a timer to prevent a power consumption of the backup battery. That is, the battery test is effected when an engine is started after a predetermined interval has passed from the previous engine start. Moreover, a timer repeatedly generates a timing signal. If the timing signal is generated during a running condition of the engine, the battery test is performed. Moreover, at start-up of the engine if a predetermined interval has passed from the previous battery test, the present battery test is executed. The time interval data may be inputted to change the predetermined interval.

    • A structure of a wireless communication device for calling an emergency report center via a cellular phone network is simplified. Further, provision is made so that voice communication can be established with the emergency report center from anywhere. To provide such an advantage, a built-in wireless communication section is used to transmit data, including a phone number of a cellular phone possessed by a user in a vehicle when an emergency report is made to the emergency report center via the cellular phone network. An operator in the emergency report center uses the phone number of the cellular phone to establish voice communication with the user. Since the built-in wireless communication section does not require a voice communication circuit, the wireless communication device structure can be simplified to reduce a size and cost of the device. Further, the emergency report center can establish voice communication with the user even when the user has to stay away from the vehicle depending on a situation.

In the non-emergency condition, ordinary telephone communication is provided through a wireless communication network.     • A wireless communication circuit provides wireless communication with a network; and a supply power control circuit controls supplying a power to at least one of said wireless communication circuit and a unit in a vehicle in response to a command signal which is inputted from an operation circuit or through the wireless communication circuit. An emergency informing function or system may be provided. The information transmitting system reads data from a data base and transmits data to a vehicle terminal apparatus.
