The high authentication API processing part 60 is provided with a signature verification part 61 for acquiring a signature value corresponding to a BML text in which the API is written from a DSL resource file when executing the high-level authentication API, and for verifying a signature value by using a public key certificate; a comparison decision part 62 for deciding whether or not information written in the public key certificate matches an address designated as an augment of the API when the verification succeeds; and a data control part 63 for permitting access to the non-volatile memory 28 when the addresses match.
