    • PROBLEM TO BE SOLVED: To provide a device for cooling water and a method for treating cooling water capable of surely preventing scales from growing even at a place of a low flow rate in a cooling water line. SOLUTION: The inside of an electrolytic device 1 is divided into an anode chamber 2 and a cathode chamber 3 by a diaphragm 6, an anode 4 is installed in the anode chamber 2, and a cathode 5 in the cathode chamber 3. Cooling water or resupply water is introduced into the anode chamber 2 from a pipe 1a through a pipe 1b, introduced into the cathode chamber 3 from the pipe 1a through a pipe 1c and flowed out from the anode chamber 2 through a pipe 1d. A part of alkaline water generated in the cathode chamber 3 is discharged to the outside of a system through a pipe 1e. The anode 4 and the cathode 5 are applied by voltage through an electric current control device 11. Water passing through the anode chamber 2 is prevented from occurring of scales in a water circulation system since the concentration of metal ions such as Ca ions and Mg ions are reduced with lowering of pH. SOLUTION: The scale prevention apparatus electrolyzes water, produces fine particles of carbonates of the metal ions dissolved in the water and produces a scale preventing chemical agent by the electrolysis. A cathode 11 made of stainless mesh etc. is disposed on the upstream side of a chamber 4 and an anode 12 having the packed bed of particles 12b made of carbonaceous material is disposed on the downstream side. A scale preventing component such as mellitic acid is produced by the oxidation reaction on the anode 12.       SOLUTION: A main electrolyzer 2 for reducing the scale generating tendency is installed in piping 1 for cooling water. In the main electrolyzer 2, an anode 5a and a cathode 5b made of a porous body are disposed opposite to each other in a casing 3. A sub-electrolyzer 11 for generating acidic water for acid cleaning of the main electrolyzer 2 is installed. In the sub-electrolyzer 11, its inside is divided into an anode chamber 12 and a cathode chamber 13 by a diaphragm 16, and an anode 14 is installed in the anode chamber 12 and a cathode 15 is installed in the cathode chamber 13.
