    • PROBLEM TO BE SOLVED: To eliminate the need for the loading of a distribution line and the halting of a protective relay, etc., at the time of constituting a testing system, to improve reliability, and to achieve light weight and compact size by detecting a voltage waveform signal from a voltage transformer, converting it into a reference phase signal, performing comparison computation processing on a phase signal of each phase of a voltage system and the reference phase signal at a computing part, detecting and displaying the phase difference of each phase. SOLUTION: Transmission signals from phase rotation indicators 2a, 2b, and 2c are combined with the frequency of a carrier signal by the tuning circuit 29 of a receiving device 3 and are received by a detecting circuit 30 via antennas 27a, 27b, 27c. The received signal is demodulated into a reception phase signal at a demodulating circuit 32. The phase signals are transmitted to a phase rotation indicator 6 via a phase signal transmitting circuit 33 and a twisted cable 4. The signals are inputted to a phase difference detecting circuit 38 via a phase regulating circuit 37. On the other hand, a reference phase signal is detected from a VT 5 by a reference signal detecting circuit 36 and is inputted to the detecting circuit 38. The reception phase signal is compared with the reference phase signal to detect the time delay of phase differences with respect to the falling edge. A reference clock 39 for detecting phase differences is allotted to the time delay of phase differences, and its clock number is detected at a phase difference counting circuit 40.
